Chronology of Key Points of the Legislature:
Mar '93: Patten gazettes constitutional reforms which China denounce as in breach of the Joint Declaration and the Basic Law.
Apr '93: Sino-British electoral arrangements talks begin.
July '93: The Preliminary Working Committee is set up.
Dec '93: Talks collapse
Jun '94: Political reform package passes in Legco.
Aug '94: The NPC pass a resolution to terminate the three tier political structure on 30 June '97.
Dec '94: Joint Declaration includes legislature to be constituted by election.
Jan '96: The Preparatory Committee is set up to oversee the establishment of the HKSAR
Mar '96: The Preparatory Committee sets up the provisional legislature as an interim body to prevent legal vacuum after the derailment of the through-train. The provisional legislature starts scrutinizing laws in Shenzhen and its powers are limited to dealing with "necessary matters" for the set up of the SAR.
Jun '97: The Democratic Party challenges the provisional legislature with a declaration that laws passed before the handover are invalid. This is stopped when a high court judge says it is "doomed to failure".
1 Jul '97: The provisional legislative council is sworn in and subsequently passes the Reunification Ordinance to ratify 13 legislative acts passed in Shenzhen.
7 Jul '97: A corruption case is halted by challenging the continuity of the common law and the validity of the provisional legislative council.
29 Jul '97: The provisional legislative council is ruled to be legitimate.
May '98: The provisional legislature is due to be replaced by the first elected SAR council.
Election changes
The new rules for the May Legco elections cut the electorate in the functional constituencies from 2.7 million to just 180,000 and introduced proportional representation in multi-member constituencies, undoing all that the previous Patten administration had done. It is said that the system ensures that the Democratic Party can only win a maximum of 14 seats out of the 60 on offer. According to polls, 70% of the committed voters are backing the Democratic Party, which will not be reflected in the number of seats gained.
